Theo is a possible foster-fail. His foster mom is willing to let him go to another loving home but only if he goes with his brother-from-another-mother Phantom. Theo is everything you want in a kitten, small, fuzzy, motor-purr. Friendly, loving and cuddly. Did I mention his foster mom doesn't really want to give him up?
